Preparatory Session Overview
As part of our ongoing engagement with the US government, we are convening a virtual preparatory session to prepare for the second US State Department roundtable on Cambodia. This session offers Khmer advocates, both in-country and internationally, an opportunity to engage in the US government’s ongoing response to the most urgent issues identified by over 650 Khmer international respondents (52% were based in Cambodia) at the first State Department roundtable on March 26, 2025.
This virtual session reflects the collective input of Khmer in-country and diaspora organizations, researchers, and international experts, including insights shared by a former US Ambassador to Cambodia.
Three Priority Areas Identified
Worsening political repression and destruction of democratic institutions.
Foreign incursions threatening Cambodia’s sovereignty and territorial integrity.
Need for stronger U.S. economic pressure to influence the actions of the Hun Manet and Hun Sen regime.
Following this preparatory session, there will be a series of virtual, focused community discussions.
Each discussion will center on one of the priority areas, allowing participants to contribute insights and share concerns.

This Khmer international training and strategic planning session, along with the State Department roundtable, takes on added significance because the Cambodia in-country training originally scheduled for February 2025 had to be postponed because of the current Trump administration funding cutbacks. Given these U.S. government funding cutbacks, we, the Khmer Community, must do more to fill in the gap and take action ourselves, irrespective of government fund to make things move forward in this very critical time.

Purpose of the Roundtable
This roundtable is a strategic forum that brings together Cambodian community leaders and advocates, leading human rights organizations, and U.N. and international experts to engage U.S. policymakers on Cambodia’s most pressing challenges. These challenges are identified by the Khmer community globally, ensuring that the discussion addresses key issues such as the expansion of human rights violations and the threats to sovereignty and territorial integrity, while providing concrete, actionable recommendations for U.S. policymakers to drive meaningful and effective change in Cambodia.
Through this community-driven advocacy, we aim to lay the foundation for meaningful and systemic remedial actions. This will ensure that U.S. policy reflects the urgent realities on the ground and avoids repeating ineffective approaches that could legitimize the regime’s escalating abuses.
