Consequences of the Cambodian Government Withdrawal from the Cambodia-Laos-Vietnam Development Triangle Plan (CLV-DTA)
On 20 September, in the face of massive community-based and international protests from the Khmer community, both Hun Manet and Hun Sen, along with the government, personally announced the end of Cambodia’s official involvement in the Cambodia-Laos-Vietnam Development Triangle Plan (CLV-DTA) for expanded trade, development and exchange with the two neighboring countries. This is welcome news, because, as the community-based protests indicated, the Plan would have continued to allow and expand numerous incursions into Cambodia’s sovereignty and territorial integrity and would have severely affected Cambodia’s workers because of jobs lost to the other nations’ development activities within Cambodia. Significant land evictions and land concessions to foreign governments and investors would have continued to take place to Cambodia’s disadvantage.
Hun Manet and Hun Sen personally acknowledged the truth of these problems, and the validity of the Khmer community’s protest and objections, when they announced Cambodia’s withdrawal from the Plan.
But, sadly, the official withdrawal announcement does not end the problems associated with the Plan that drew such a loud protest from the Khmer community. So, additional protests are required to properly address the carryover issues. You are encouraged to send protest letters to Hun Manet and Hun Sen to make clear that withdrawal from the Plan does not end the many serious problems spawned by, or related to, the original concepts related to the Plan.
First, and most important, while Hun Manet and Hun Sen acknowledged that the protesters were correct, they did nothing to make sure that the protesters were released from jail, and not subjected to further criminal prosecutions. They continue to languish in jail, even though Hun Manet and Hun Sen acknowledged that their complaints and protests were valid and just.
Second, land evictions and land grab concessions continue on a massive scale associated with other development plans not necessarily associated with the CLV-DTA activities, as Amnesty International recently documented and challenged in their November 2023 report, “No One Wants to Leave Their Home.” Cambodia continues to give away its land and forests to foreign governments on a major scale, even when it is not under the auspices of the CLV-DTA Plan. The granting of land and territorial control to China for the construction and maintenance of a major naval military base located in the Sihanoukville province, along with ongoing land concessions to foreign governments such as Vietnam and Malaysia in Kratie, Stung Treng, Ratanakiri, and Mondulkiri provinces are the type of foreign intrusion on Cambodia’s territorial integrity that Hun Manet and Hun Sen acknowledged to be improper. They constitute direct violations of the provisions of the Paris Peace Accords. If the CLV-DTA Plan has been acknowledged to involve illegal incursions into Cambodia’s sovereignty and territorial integrity, why would these other major land concessions and territorial incursions be allowed to stand?
These remaining issues, closely allied with those presented by the CLV-DTA Plan, need to be addressed and remedied as well. Hun Manet’s and Hun Sen’s acknowledgment of the validity of these problems in the context of the CLV-DTA Plan provides you with a perfect opportunity and perfect reason to stand up and speak truth to power on these issues.
Remind Hun Manet and Hun Sen that more needs to be done, and withdrawal from the CLV-DTA Plan is just part of what needs to be done!

លោក ហ៊ុន សែន និងលោក ហ៊ុន ម៉ាណែត ផ្ទាល់បានទទួលស្គាល់ការពិតនៃបញ្ហាទាំងនេះ ដោយទទួលស្គាល់ថា សហគមន៍ខ្មែរធ្វើបាតុកម្មប្រឆាំងតវ៉ាប្រកាសឲ្យដកប្រទេសកម្ពុជាចេញពីផែនការនេះជាការតវ៉ាបញ្ចេញមតិដ៏ត្រឹមត្រូវ។
ប៉ុន្តែគួរឲ្យសោកស្ដាយ ការប្រកាសជាផ្លូវការនៃការដកកម្ពុជាចេញពីគំរោងនេះ មិនបានបញ្ឈប់ការតវ៉ាយ៉ាងខ្លាំងពីសំណាក់សហគមន៍ខ្មែរនោះទេ។ ផ្ទុយទៅវិញ បញ្ហាពាក់ព័ន្ធជាច្រើនដែលរដ្ឋាភិបាលមិនបានដកនិងខំបិទបាំង ជំរុញឲ្យសហគមន៏ខ្មែរ បន្តការតវ៉ាទាមទារបន្ថែមទៀតដើម្បីដោះស្រាយបញ្ហាឲ្យបានត្រឹមត្រូវពិតប្រាកដ។ យើងត្រូវលើកទឹកចិត្តបងប្អូនទាំងអស់ឲ្យផ្ញើលិខិតតវ៉ាដោយបញ្ជាក់យ៉ាងច្បាស់ទៅប្រាប់លោក ហ៊ុន សែន និងលោក ហ៊ុន ម៉ាណែត ថា ការដកខ្លួនចេញពីផែនការនេះមិនគ្រប់គ្រាន់ក្នុងការបញ្ចប់បញ្ហាដ៏ធ្ងន់ធ្ងរជាច្រើនដែលទាក់ទងនឹងគំនិតដើម បង្កបង្កើតឡើងដោយផែនការនោះទេ។

បញ្ហាដែលនៅសេសសល់ទាំងនេះ មានទម្រង់បែបផែនដូចអ្វីដែលបង្ហាញដោយផែនការ CLV-DTA ដែលចាំបាច់ត្រូវដោះស្រាយដូចគ្នាដែរ។ ការទទួលស្គាល់របស់លោក ហ៊ុន សែន និងលោក ហ៊ុន ម៉ាណែត អំពីសុពលភាពនៃបញ្ហាទាំងនេះនៅក្នុងបរិបទនៃផែនការ CLV-DTA ផ្តល់ជូនបងប្អូននូវឱកាស និងហេតុផលដ៏ល្អឥតខ្ចោះដើម្បីក្រោកឈរឡើងទាំងអស់គ្នា និយាយការពិតទៅអ្នកកាន់អំណាច ពីបញ្ហាទាំងនេះ។
