On behalf of the Khmer community, I bring to your attention the land eviction situation at Preah Vihear province in Cambodia. This situation continues to escalate. According to information received from our grassroots network, 5 April 2024, Mr. Koet Saray, an activist, former Buddhist monk, and President of the Khmer Student Intelligent League Association (KSILA), was arrested for visiting the evicted villagers who sought refuge in the jungle from the land disputes that happened back in March. Saray is currently awaiting his sentence in pretrial detention at Correction Center 1 prison in Phnom Penh.
As reported by LICADHO, Koet was placed on pretrial detention on 7 April by the Phnom Penh Capital Court following charges of "committing a misdemeanor and incitement to commit a felony." Additionally, the authorities are reportedly denying Saray of food that his colleagues brought him.
The evicted villagers are not criminals and should be allowed visitation from civil society and any NGO wanting to help. Considering that little children are also vulnerable to the tough and deteriorating living conditions in the jungle, denying the victims any help would be regarded as inhumane treatment.
International intervention is necessary to reach the villagers trapped in the jungle, with nowhere to go and no help. We must assist them in time.
The arbitrary arrest of Saray is unjust, and his meeting with the villagers is not a criminal act. Therefore, I stand with the leading organization, the International Federation for Human Rights (FIDH), the 56 local in-country civil society organizations, and international NGOs in advocating for Mr. Koet's immediate release and that humanitarian aid be immediately brought to the evicted villagers.

The Cambodian government must mitigate this situation and allow the evicted villagers humanitarian assistance and release Mr. Koet Saray for is arbitrary arrest immediately.

រដ្ឋាភិបាលគួរតែអនុញ្ញាតឲ្យសង្គមស៊ីវិល និងអង្គការក្រៅរដ្ឋាភិបាលណាដែលចង់ជួយ ចូលទៅជួបអ្នកភូមិជាម្ចាស់ដីដែលត្រូវបានបណ្ដេញចេញ ដោយសារពួកគាត់ជាជនរងគ្រោះ មិនមែនជាឧក្រិដ្ឋជនទេ។ ដោយហេតុថា កុមារតូចៗងាយទទួលរងគ្រោះ មានហានិភ័យខ្ពស់ក្នុងស្ថានភាពរស់នៅដ៏លំបាកកាន់តែយ៉ាប់យ៉ឺននៅក្នុងព្រៃ ដែលការបដិសេធមិនឲ្យជួយជនរងគ្រោះក្នុងកាលៈទេសៈនេះ ត្រូវចាត់ទុកថាជាអំពើអមនុស្សធម៌។
សហគមន៍អន្តរជាតិត្រូវធ្វើអន្តរាគមន៏ជាចាំបាច់ឲ្យទាន់ពេលវេលា ដើម្បីជួយអ្នកភូមិទាំងនោះ ដែលរស់នៅក្នុងព្រៃ គ្មានជម្រក គ្មានផ្ទះសម្បែង គ្មានជំនួយ។ ខ្ញុំសូមធ្វើសំណូមពរឲ្យមានជំនួយមនុស្សធម៌ជាបន្ទាន់ ជូនដល់អ្នកភូមិដែលត្រូវបានបណ្តេញចេញ។
