Request for Input: Identifying Signs of Meaningful Implementation

Recent U.S. actions have created a new opportunity to advance accountability and reform in Cambodia. Over the past several months, the United States has taken a series of actions through the U.S.-Cambodia Reciprocal Trade Agreement, Section 301 enforcement, sanctions actions, and related efforts that have increased pressure for implementation, accountability, and measurable results. For many Cambodians, these developments represent one of the most significant openings in years to address longstanding concerns involving Cambodia's economic conditions, sovereignty and territorial integrity, and the deterioration of political participation and democratic accountability. Over time, these concerns have become increasingly interconnected, producing consequences that now extend beyond Cambodia's borders and affect regional stability and international interests.

These developments have raised an important question throughout the Khmer community. How can meaningful implementation and long-term reform be distinguished from the Hun Manet and Hun Sen regime's historical pattern of temporary responses, symbolic actions, and partial reforms that fail to produce sustained progress?

That question became a major focus during the August 7, 2026 discussion with U.S. State Department officials. As recent U.S. actions move toward implementation and enforcement, U.S. officials sought to better understand what implementation should look like in practice. If progress cannot be measured solely through raids, arrests, compound closures, or public announcements, what observable developments would demonstrate that these efforts are addressing underlying conditions and producing lasting results?

U.S. officials welcomed continued input and recommendations regarding implementation, accountability, and the assessment of progress in practice. This provides an important opportunity for the Khmer community to contribute its experience to a discussion that is increasingly focused on implementation and results. Drawing on decades of experience, the Khmer community is in a unique position to identify the developments that signal meaningful progress and to bring attention to signs that implementation is reverting to approaches that have historically failed to produce lasting reform.

សកម្មភាពថ្មីៗរបស់សហរដ្ឋអាមេរិកបានបង្កើតជាឱកាសថ្មីមួយ ដើម្បីជំរុញឱ្យរដ្ឋអំណាចនៅកម្ពុជាមានការទទួលខុសត្រូវ និងធ្វើកំណែទម្រង់។ ក្នុងរយៈពេលប៉ុន្មានខែចុងន្រោយនេះ សហរដ្ឋអាមេរិកបានអនុវត្តវិធានការជាបន្តបន្ទាប់ តាមរយៈកិច្ចព្រមព្រៀងពាណិជ្ជកម្មទៅវិញទៅមករវាងសហរដ្ឋអាមេរិក និងកម្ពុជា នូវការអនុវត្តមាត្រា ៣០១ (Section 301) ការដាក់ទណ្ឌកម្ម និងកិច្ចខិតខំប្រឹងប្រែងពាក់ព័ន្ធផ្សេងទៀត ដែលបានបង្កើនសម្ពាធឱ្យរដ្ឋអំណាចនៅកម្ពុជា អនុវត្តជាក់ស្តែង មានការទទួលខុសត្រូវ និងផ្តល់លទ្ធផលដែលអាចវាស់វែងបាន។ សម្រាប់ពលរដ្ឋខ្មែរជាច្រើន ក្នុងរយៈពេលជាច្រើនឆ្នាំកន្លងមក ការវិវត្តទាំងនេះគឺជាឱកាសដ៏ល្អ និងសំខាន់បំផុតដែលមិនធ្លាប់មានពីមុន ដើម្បីដោះស្រាយកង្វល់ដែលមានជាយូរមកហើយ ពាក់ព័ន្ធនឹងស្ថានភាពសេដ្ឋកិច្ច អធិបតេយ្យភាព និងបូរណភាពទឹកដីរបស់កម្ពុជា ព្រមទាំងការធ្លាក់ចុះនៃការចូលរួមផ្នែកនយោបាយ និងការទទួលខុសត្រូវតាមបែបប្រជាធិបតេយ្យ។ ពេលវេលាចេះតែកន្លងទៅ កង្វល់ទាំងនេះកាន់តែមានទំនាក់ទំនងគ្នាយ៉ាងជិតស្និទ្ធ ដោយបង្កជាផលវិបាកដែលមិនត្រឹមតែប៉ះពាល់ដល់កម្ពុជាប៉ុណ្ណោះទេ ថែមទាំងជះឥទ្ធិពលដល់ស្ថិរភាពក្នុងតំបន់ និងដល់ផលប្រយោជន៍អន្តរជាតិទៀតផង។

ការវិវត្តទាំងនេះបានបង្កើតជាសំណួរដ៏សំខាន់មួយនៅក្នុងសហគមន៍ខ្មែរ៖ តើយើងអាចបែងចែកការអនុវត្តប្រកបដោយខ្លឹមសារ និងការកែទម្រង់រយៈពេលវែង ចេញពីទម្រង់សកម្មភាពកន្លងមករបស់របបលោក ហ៊ុន ម៉ាណែត និងលោក ហ៊ុន សែន បានដោយរបៀបណា?។ របបនេះគ្រាន់តែឆ្លើយតបជាបណ្តោះអាសន្ន និងគ្រាន់តែធ្វើសកម្មភាពដើម្បីបង្ហាញមុខមាត់ ធ្វើការកែទម្រង់តែសំបកក្រៅដោយផ្នែក ដែលមិនអាចនាំមកនូវវឌ្ឍនភាពប្រកបដោយនិរន្តរភាពបាន។

សំណួរនោះបានក្លាយជាចំណុចសំខាន់មួយនៅក្នុងកិច្ចពិភាក្សាជាមួយមន្ត្រីក្រសួងការបរទេសសហរដ្ឋអាមេរិក កាលពីថ្ងៃទី ៧ ខែសីហា ឆ្នាំ ២០២៦។ នៅពេលដែលសកម្មភាពនានារបស់សហរដ្ឋអាមេរិកឈានទៅដំណាក់កាលនៃការអនុវត្ត និងការគោរពច្បាប់ប្រាកដប្រជានោះ មន្ត្រីសហរដ្ឋអាមេរិកបានព្យាយាមស្វែងយល់ឱ្យកាន់តែច្បាស់ថា តើការអនុវត្តជាក់ស្តែងគួរតែមានលក្ខណៈបែបណា។ ប្រសិនបើវឌ្ឍនភាពមិនអាចវាស់វែងបាន ក្រៅតែពីតាមរយៈការចុះបង្ក្រាប ការចាប់ខ្លួន ការបិទទីតាំង ឬការប្រកាសជាសាធារណៈនោះទេ តើមានការវិវត្តអ្វីខ្លះទៀតដែលអាចមើលឃើញជាក់ស្តែង ដែលនឹងបង្ហាញថា ការខិតខំប្រឹងប្រែងទាំងនេះកំពុងដោះស្រាយពិតប្រាកដបញ្ហាឫសគល់ និងបង្កើតឱ្យមានលទ្ធផលជាវិជ្ជមានប្រកបដោយនិរន្តរភាព ?

មន្ត្រីសហរដ្ឋអាមេរិកស្វាគមន៍ចំពោះការបន្តផ្តល់មតិយោបល់ និងអនុសាសន៍នានា ពាក់ព័ន្ធនឹងការអនុវត្ត គណនេយ្យភាពការទទួលខុសត្រូវ និងការវាយតម្លៃលើវឌ្ឍនភាពជាក់ស្តែង។ នេះគឺជាឱកាសដ៏សំខាន់មួយសម្រាប់សហគមន៍ខ្មែរក្នុងការចែករំលែកបទពិសោធន៍របស់ខ្លួនទៅក្នុងកិច្ចពិភាក្សា ដែលកំពុងផ្តោតកាន់តែខ្លាំងឡើងលើការអនុវត្ត និងលទ្ធផលជាក់ស្តែង។ ដោយសំអាងលើបទពិសោធន៍ជាច្រើនទសវត្សរ៍មកហើយ សហគមន៍ខ្មែរស្ថិតក្នុងស្ថានភាពពិសេសមួយដែលអាចកំណត់បាននូវការវិវត្តនានា បង្ហាញពីវឌ្ឍនភាពប្រកបដោយអត្ថន័យជាវិជ្ជមាន ព្រមទាំងអាចលើកឡើងអំពីសញ្ញាដែលបង្ហាញថា រដ្ឋអំណាចកំពុងតែវិលត្រឡប់ទៅអនុវត្ត ដូចពីអតីតកាល ដោយប្រើវិធីសាស្ត្រដដែលៗឡើងវិញ ដែលតែងតែបរាជ័យក្នុងការនាំមកនូវកំណែទម្រង់ប្រកបដោយនិរន្តរភាព។
