Dear Members of the Section 301 Committee:
I am writing to support the recent U.S. findings regarding Cambodia’s failure to enforce rules against forced labor.
These findings are supported by extensive reporting from Cambodian trade unions, in-country civil society, and international human rights and labor organizations, and reflect a broader, ongoing pattern of noncompliance, where enforcement remains limited, reactive, and unable to operate independently or produce meaningful results.
Historically, piecemeal deals or partial measures have been used by the Cambodian government as tactical responses. They do not produce meaningful reform, but instead allow these conditions to continue and expand in the absence of effective accountability. Continued enforcement under Section 301 is necessary to ensure accountability.
