United States Trade Representative Seeks Khmer Community Input Following Forced Labor Findings on Cambodia

The United States Trade Representative (USTR) recently determined that Cambodia has failed to both impose and effectively enforce a ban on the import of goods produced with forced labor. The U.S. is now seeking public input, including from the Khmer community, ahead of an upcoming decision on enforcement measures.

A formal submission has been prepared reflecting well-documented findings from Cambodian trade unions, in-country civil society, and international human rights and labor organizations documenting systemic failures in labor enforcement, including forced labor conditions, trafficking-related activity, and workers’ inability to exercise fundamental protections.

These findings demonstrate a broader, ongoing pattern in which conditions have not moved toward meaningful, effective improvement. Even where actions are taken, responses remain limited, tactical, and insufficient to address the underlying conditions or produce meaningful and sustained reform.

A very important point is that this is a defining moment for the Khmer community, both domestically and internationally. We have worked to build toward this point, but it does not end here.
