U.S. Implements Khmer Community’s Economic Leverage Model in Reciprocal Trade Agreement

On October 26, 2025, a major breakthrough took place. The United States signed the "Agreement Between the United States of America and the Kingdom of Cambodia on Reciprocal Trade" that directly incorporates the Khmer community’s core recommendations from the first U.S. State Department Roundtable on March 26, 2025. This agreement establishes a targeted economic leverage, linking trade and engagement to concrete improvements in human rights, democracy and labor protections. It delivers exactly what the Khmer community has been calling for and more.

The agreement sets new standards by introducing ILO labor standards, rights-based conditionality and institutionalized reforms for labor rights, democracy and rule of law.

It represents a new type of trade policy that puts supply chain accountability at the center, removes plausible deniability, and lays out clear benchmarks for Cambodia and the region on labor rights, democracy and sovereignty. This is a significant step forward. It is a concrete validation and direct response to the urgent calls for action issued by the Khmer community and civil society.

Building on this major win, preparations are underway for a U.S.–EU Roundtable in 2026 to advance coordination and dialogue to inspire and align the EU toward similar standards and mechanisms.

សហរដ្ឋអាមេរិកអនុវត្តគំរូឥទ្ធិពលសេដ្ឋកិច្ចរបស់សហគមន៍ខ្មែរនៅក្នុងកិច្ចព្រមព្រៀងពាណិជ្ជកម្មទៅវិញទៅមក។

នៅថ្ងៃទី ២៦ ខែតុលា ឆ្នាំ ២០២៥ ការរកឃើញដំណោះស្រាយដ៏សំខាន់មួយបានកើតមានឡើង។ នៅថ្ងៃទី ២៦ ខែមីនា ឆ្នាំ ២០២៥ សហរដ្ឋអាមេរិកបានចុះហត្ថលេខាលើ "កិច្ចព្រមព្រៀងរវាងសហរដ្ឋអាមេរិក និងព្រះរាជាណាចក្រកម្ពុជា ស្តីពីពាណិជ្ជកម្មទៅវិញទៅមក" ដែលបញ្ចូលដោយផ្ទាល់នូវអនុសាសន៍ស្នូល ស្នើដោយសហគមន៍ខ្មែរ នៅក្នុងឱកាសតុមូលដំបូងបង្អស់ជាមួយក្រសួងការបរទេសសហរដ្ឋអាមេរិក ។ កិច្ចព្រមព្រៀងនេះបង្កើតឱ្យមានអានុភាពសេដ្ឋកិច្ចគោលដៅ ភ្ជាប់ពាណិជ្ជកម្ម និងការចូលរួមក្នុងការកែលម្អជាក់ស្តែងក្នុងការការពារសិទ្ធិមនុស្ស និងលទ្ធិប្រជាធិបតេយ្យ។ កិច្ចព្រមព្រៀងនេះនិងអ្វីៗជាច្រើនទៀត ជាលទ្ធផលពិតប្រាកដជាក់ស្តែងដែលចេញមកពីការអំពាវនាវរបស់សហគមន៍ខ្មែរពេលប្រជុំតុមូលលើកទី១ជាមួយក្រសួងការបរទេសសហរដ្ឋអាមេរិក។

កិច្ចព្រមព្រៀងនេះកំណត់ស្តង់ដារថ្មីមួយដោយណែនាំឱ្យរដ្ឋាភិបាលកម្ពុជា អនុវត្តនូវស្តង់ដារការងាររបស់អង្គការពលកម្មអន្តរជាតិ (ILO) លក្ខខណ្ឌផ្អែកលើសិទ្ធិ និងកំណែទម្រង់ស្ថាប័នសម្រាប់សិទ្ធិការងារ សិទ្ធិសហជីព លទ្ធិប្រជាធិបតេយ្យ និងនីតិរដ្ឋ។

គឺជាប្រភេទនៃគោលនយោបាយពាណិជ្ជកម្មថ្មីមួយដែលដាក់ជាស្នូលឱ្យបណ្តាញឈ្មួញកណ្តាល ជាអ្នកទទួលខុសត្រូវក្នុងខ្សែសង្វាក់នៃការផ្គត់ផ្គង់ គឺត្រូវអះអាងយ៉ាងច្បាស់ថា ឈ្មួញទាំងនោះមិនអាចបដិសេធពីទំនួលខុសត្រូវក្នុងសិទ្ធិការងារ លទ្ធិប្រជាធិបតេយ្យ និងអធិបតេយ្យភាព នៅក្នុងតំបន់នោះបានទេ ដោយដាក់ចេញនូវស្តង់ដារច្បាស់លាស់សម្រាប់ប្រទេសកម្ពុជា។ នេះគឺជាជំហានទៅមុខដ៏សំខាន់មួយ ជាសុពលភាពជាក់ស្តែង និងជាការឆ្លើយតបដោយផ្ទាល់ទៅសហគមន៍ខ្មែរ និងអង្គការសង្គមស៊ីវិល ពីការអំពាវនាវជាបន្ទាន់ឲ្យមានសកម្មភាពនេះ។

ផ្អែកទៅលើលទ្ធផលល្អដ៏សំខាន់នេះ សហគមន៍ខ្មែរកំពុងកសាង រៀបចំដំណើរការសម្រាប់កិច្ចប្រជុំតុមូលជាលើកទី២ ជាមួយសហរដ្ឋអាមេរិក និងសហភាពអឺរ៉ុប នៅឆ្នាំ ២០២៦ នេះ ដើម្បីជំរុញឱ្យមានការសម្របសម្រួល និងការសន្ទនាដើម្បីទាក់ទាញ សហគមន៍អឺរ៉ុប ឆ្ពោះទៅរកស្តង់ដារ និងយន្តការស្រដៀងគ្នានឹងសហរដ្ឋអាមេរិកដែរ។
